To me, a Minor Teen Girl Squad Character is like a reject:

* It does not have any lines or important role in any toon
* It appears in only one toon
* It is only mentioned or appears in passing
* No character interacts with it

The Helicopter is arguably the first "Minor Character" of the whole TGS series. Even though the "Monster Cloud" appears moments before, it had yet to sport an evil face or eat any [[The Birds|birds]]. Therefore, it is the helicopter who "draws the first kill". From the way I look at it, if we can personify a cloud, why not a helicopter, too? In addition, it fulfulls all four of the 'reject requirements' that I see above.
