From Homestar Runner Wiki
The Other Little Girl is another young girl who has interacted with Puppet Homestar Runner. She is the daughter of a family friend that lives in Georgia, near The Brothers Chaps. She believes Homestar Runner needs classes, telling him "you don't go to school, and you don't know anything." Homestar asks her to teach him, and she agrees to do so, teaching him such lessons as "You can never live in two places, 'cause there's only one of you" and "There's only one planet that has air."
At the end of the toon, the girl hits Puppet Homestar on the head.
