I don't think it's a reference so much as it's representative of how Homestar and Pom Pom converse. Or, more accurately, how Homestar talks to Pom Pom. As time has passed and the status of their friendship seems ever more distant (and Homestar has become ever more randomly idiotic), Homestar doesn't really have cause to say "Oh man, Pom Pom" anymore...it's a catch phrase that didn't catch on and gracefully expired. Or am I wrong, and there's a third (or fourth) instance of Homestar saying this? Either way, it's a trait and not a reference.
