As with all famous cartoon ensembles, Homestar Runner, went through its fair share of line-up changes early on before the current group of eleven main characters was solidified and subsequently added to with Homsar. The Rejected Characters are those that seem to have been aborted, and have very few sightings to date. Some appeared in an early toon or game, while others are only seen in the Museum Sketchbook or the Character Cards. All we know for sure about them is that we won't bee seeing them around much anymore.
