The Kaiser seems to be the 1936 version of The King of Town. He appears to be modeled after Kaiser Willhelm II of Prussia and Germany, the leader of Germany in World War I. This character also appears to be the ruler of Hell, presiding over The Devil, as the King would over the Poopsmith in the modern era.
His only direct similarities with the King of Town are his "curly Q" beard, large, round body shape, and name (Kaiser being a German word for a ruler). Since he also has chicken feet, some have speculated that he is not the King's 1936 counterpart.
