This mysterious character appears to be the chief evildoer of Dangeresque 2: This Time, It's Not Dangeresque 1. He's played by Bubs wearing a monocle and holding The Cheat. He makes a heavy lourde fall on Dangeresque, and calls him "Danger Skew."
This villain is a possible reference to Dr. Evil from the "Austin Powers" movies, or Ernst Blofeld from the "James Bond" movies (Evil bad guy-type with a furry pet-thing under one arm).
