This Unnamed Bad Guy appears to be the chief evildoer of Dangeresque 2: This Time, It's Not Dangeresque 1. He's played by Bubs wearing a monocle and holding The Cheat. He makes a Heavy Lourde fall on Dangeresque (played by Strong Sad as the stunt double) by pulling a lever and mispronounces his name by calling him "Danger Skew."
This villain is the stereotypical evil genius with a furry pet under one arm. Ernst Blofeld from the James Bond movies is an early example of this, with characters like Dr. Evil and Dr. Claw following the same formula.
