Mr. Legarm's Stand is a prop from the short play, Dreamaway Johnny, which was a play from an Easter egg in part-time job. It apparently was used in another play as Bubs' actual concession stand; one that so far has not been revealed to the viewers of Homestar Runner.
"Mr. Legarm" is most likely derived from the saying that something costs "an arm and a leg", which means it is extremely expensive.
