Naked Ned is a secondary(thirdary,if possible) character in Peasant's Quest.If you stand in the Wavy Tree screen for a few seconds he'll appear but if you try to talk you'll scare him away.You take his(probably lost)peasant's robe to DRESS like a peasant.
