This mysterious character appears to be the chief evildoer of Dangeresque 2: This Time, It's Not Dangeresque 1. He's played by Bubs wearing a monocle and holding The Cheat as Unnamed Bad Guy's Pet. He makes a Heavy Lourde, really a missle, fall on Dangeresque and mispronounces his name by calling him "Danger Skew." Some have spectulated that his name is Dr. Jack Connors, Dr. Con for short.
This villain is the stereotypical evil genius with a furry pet under one arm. Ernst Blofeld from the "James Bond" movies is an early example of this, with characters like Dr. Evil or Dr. Claw following the same formula.
