Early Basement?
Perhaps Strong Bad's bedroom is an early version of the basement.
Homestar Talker is one of the older games and the Basement as we know it was yet to be seen. Since this room is nowhere else to be found in the site, it's possible that it was an early design that has long since been abandoned, much like Homestar's Hut.
