The Hotdog Clown is the mascot for Bubs' Concession Stand, played by Strong Bad in a costume. Pictures with the Hotdog Clown aren't free, as Bubs charged Pom Pom and Coach Z $60 bucks for the privilege. Bubs also referred to this mascot as "The Tragic Clown Dog".
