King of Hell?

I don't think the Kaiser is actually ruling hell. He may be darn, like Sir Strong Bad.--Hysterical Woman 11:20, 25 Sep 2004 (MST)

Until it is said outright, it is debatable. My argument for him ruling hell is that he is not wearing his helmet, and has horns. He also does not seem to be enduring any torments. In the world of 1936 Cartoons, he could just be playing the roll of "the foil", e.g. The Kaiser or a Devil. - Drhaggis 13:45, 25 Sep 2004 (MST)

My idea of this is, that some old wartime cartoons often made fun of the country we were fighting against. (Bugs Bunny cartoons did this a lot.) Maybe the "1936 animators" were following that same convention and casting the Kaiser as the devil. (This is supported by the "Buy U.S. Soup Bonds" message, which is based on the buying of bonds to support the government during the war.)

Yep, the Kaiser is the KOT, if not officially. It's confirmed in this interview:

Dan: Is there a 1936 version of Coach Z or KOT or Poopsmith? 
Matt: Yes, there’s definitely Coach Z, he’s the football player in the Ballad of the Sneak. And the
  King of Town, he’s the Kaizer, and he’s the Devil, and the Poopsmith has just shown up as a little
  demon so far. But those aren’t the official 1936 versions.
D: So it’s like: They look like them and you had them in mind when you made them, but they’re not
  the official counterparts?
M: Yeah, exactly. I mean, maybe they’ll be official versions and maybe we won’t even bother.

Think of it this way, before Goofy was officially Goofy, he was like 'dippy dawg' or something like that. Old-timey goofy is the old counterpart of modern goofy, and they have differences, but dippy dawg is equivalent to the kaiser and the devil, so far.
