Secondly, I acted on behalf of community consensus in both of the actions taken and both the discussion leading to my decision, and the results can be found at WP:AN/I. I was in a position to act as I have no connection or history with the page or its subject matter, so could address the actions on their own in accordance with policy. WP:BLOCK clearly indicates a gradually increasing scale of penalties, and I chose the two bottom ones. The appropriate section reads: "Static IPs and logged-in users: start at 24 hours, increase gradually if it starts again."
