I'm going with no, because:

1. He's at least as major as Mrs. Commanderson, if not moreso.
2. He's the only TGS character besides the main four and Tompkins to have his own intro card.
3. He's one of the only TGS characters to be named (the only named ones I see on the Minor TGS page are Brett Bretterson, who isn't even real in TGS's world, Sci-fi and D'n'D Greg, who only appear in an Easter egg, Bell Billamy, which is an inanimate object, and Fatty, whose name is actually questionable.) --Jay (Gobble) 02:09, 3 Jul 2005 (UTC)
