It's a reference to the 1993 Simpsons episode $pringfield (Or, How I Learned to Stop Worrying and Love Legalized Gambling), in which the kids in school were supposed to make costumes representing the different States. Ralph Wiggum's was a piece of looseleaf paper taped to him that said "Idaho".
