First, you may want to join the welcoming committee by adding #~~~ to the bottom of the members section.

Finding new users

Recent Changes

Recent changes is one way to find new users. If a new user has created an account, this will appear in Recent changes:

If their talk page link is red, then this user hasn't been welcomed, or their talk page is blank (however, this is not always the case: their talk page may have been deleted). If you click on the red link, you may enter your welcome message.

User creation log

The User creation log is another way to find new users. This will appear on the log:

Welcoming

Before welcoming this seemingly new user, first check his or her contributions page to make sure that this user really is new. Also, check the history of the talk page to make sure that this user hasn't been welcomed before.

Now you're ready to welcome the user. Click on his or her talk page link and type {{subst:welcome|~~~|~~~~~}} in the edit box, Welcome in the summary, and save the page.
