The Popular Vote is the sidekick of the old King of Town who ruled Free Country, USA in the days before Decemberween was discovered. He had a secret past with an angel, but their relationship came to a tragic end. He is represented in A Decemberween Pageant as resembling The Cheat wearing a sign which says "The Popular Vote"—however, it's probable that this is due to a low budget and he actually looked very different.
