Kevin is an anonymous person who's mentioned in various toons.
It is possible that The Brothers Chaps are referring to Kevin Scott. Kevin Scott is/was the music director at UMFM, the campus radio station for U. of Manitoba. On May 20, 2003, he interviewed the Brothers Chaps at length for his radio show. They sent him several sound bites to use in his show, and he in turn was used as a voice for *Marzipan's Answering Machine Version 6. Whether the other Kevins have anything to do with Kevin Scott is unknown.
