Kevin Scott is/was the music director at UMFM, the campus radio station for U. of Manitoba. On May 20, 2003, he interviewed the Brothers Chaps at length for his radio show. You can read the interview at http://www.members.shaw.ca/kevinscott/Homestar/.
In Marzipan's Answering Machine Version 6, he leaves Marzipan a message.
He is also used as an inside joke which appears in various other cartoons, but it is unknown whether these references point to the same person.
