The Kaiser is The King of Town's Old-Timey counterpart, as confirmed in the Club Aquatica interview. This version, unlike the current, has visible arms and legs. He appears to be modeled after a stereotypical WWI-era German. This character also appears to be the ruler of Hell, presiding over the Demon, as The King of Town would over The Poopsmith in the modern era.
