The Balding Man has trouble buying a home or a partially eaten pop-tart in Senor Mortgage. It's been theorized that he's the REAL Senor Cardgage, but this is probably not true. He has been called the "Husband of the Year." He apparently communicates by sighing, as we've never heard him speak in his appearances in Senor Mortgage or Senorial Day.
