Stickly Man is an oblique reference to The Poopsmith and his habit of shoveling piles of unnamed filth, a parody of the stick figure in the "Under Construction" logo used on many unfinished web pages, and the character from the cartoon series Xiao Xiao, in which stick figures kill eachother in elaborately-choreographed fight scenes. See Newgrounds Presents: Xiao Xiao. He is featured in the 20X6 style short "Under Construction" and is named "Stickly Man" by Stinkoman.
