Like the other forms of Pom Pom, he doesn't speak in english, and he instead speaks in a sort of strange "boinging" noise. Pan Pan falling on 20X6 Homestar appears to be a running gag.
Like most other 20X6 characters, getting the appropriate pill in the Games menu will reveal Pan Pan.
