Lack of Intelligible Speech

A few of the characters, as well as their equivalents (1936, 20X6, etc) do not have intelligible speech, or never talk at all, but we are still able to understand what they mean, either roughly through their actions and facial expressions, through other characters reactions or translations, or through subtitles. All of the other characters are able to understand them, though. However, it is not always known how they are able to understand them.
Examples
- The Cheat- Only speaks in squeaks. In cheat talk, after failing to get The Cheat to say something normal like "Douglas", he suggests we have to learn how to "speak The Cheat". In an Easter egg in that email, you listen to a recording of "how to speak The Cheat". His 1936 version, The Sneak, speaks only by wiggling his nose, and his 20X6 counterpart, Cheatball, is only able to say his own name.
- Pom Pom- Only speaks in bubbles, as well as all the other Poms. Despite that, he is constantly on his cell phone talking to his many girlfriends. Due to that his girlfriends have Pom-like heads, they probably speak Pom as well, though when they giggle it sounds more like a human. His 1936 version, Fat Dudley, speaks by singing "bo-bo-bo", and his 20X6 version, Pan Pan, speaks in "boings".
- Sherlock- Speaks only in mumbles.
- The Poopsmith- It is claimed that The Poopsmith "has taken a vow of silence", but he is still able to communicate in some ways. He can groove as the leader of the band All the King's Men, as the vocalist (though his voice is only hinted at from offscreen). Because, unlike other characters, he makes no sounds at all, he seems to communicate mainly in the form of gestures like shrugs and thumbs-ups; alternatively, he may hold a written sign which states what he is thinking. In different town, Strong Bad claimed that one thing he would change about his town is that "the Poopsmith could talk". He talks in Strong Bad's description, and with a surprisingly deep voice.
