[edit] Who runs this?

While this bot is helpful (in terms of detecting the new weeklies/toons before we do), is this run by any of the developers? I thought our blocking policy stated that bots should be blocked if they weren't run by developers. If we let this one slide, I can understand; this bot hasn't really done any harm.
