It is the police code for possession, though, and that's where the association of that number with pot smoking comes from.  Just my two cents- I don't think that Sir Strong Bad's use of that specific number is any reference to marijuana.  Stone is a measure of weight (about twenty pounds I believe) and so the statement is likely a reference to the commonly held superstition among actors that being on TV makes one look fat.
