The Envelope Paper is an interdepartmental Manila envelope with "click HERE to email strong bad" written on its flap. Only the section marked "HERE" is actually clickable. It was used to act as a "Paper" in imaginary after one of the papers disintegrated in the previous email, hremail3184. Starting with independent, Strong Bad is using the Virtual Paper.
