The Envelope Paper is an interdepartmental Manila envelope with "click HERE to email strong bad" written on its flap. Only the section marked "HERE" is actually clickable. It was used to act as a "Paper" in imaginary after the New Paper was destroyed in the previous email, hremail3184. Strong Bad probably used the Envelope Paper to fit in with the work environment or simply because he couldn't find another paper.
