Nineties
From Homestar Runner Wiki
Apparently, the 1990s were an important decade in the Homestar Runner universe, as the characters have alluded to them occasionally. While the 1980s are when The Brothers Chaps grew up, the '90s are usually the newer, edgier times. They are the times when a new generation, who liked different things, grew up, and are reflected in the type of humor made about the decade.
