Regarding "where is the rule": I'm not sure if there's one set in stone, per se, but it's been followed in practice. For example, Homestar and the Nice Present and all the DVD puppetry aren't linked from the chain of pages in the nav, which, other than this one, matches the pages in the Puppet Stuff section of the TV Time Toons Menu. Ah, I see. That is very informative DEIDATVM! I didn't know there was DVD puppetry that wasn't linked by this nav. I think this leaves us in somewhat of a quandry in my opinion: with the recent increase of using alternative media sources to deliver H*R content (besides the website) we are beginning to be left with "random" media that doesn't fit into any specific category and is not linked from anywhere convenient that would facilitate discovery. Right now, all these items have in common are the Puppet Stuff Category which is not always the first place people look for articles. We don't even have a template specific to these DVD puppet items. And so, if we follow a strict practice of limiting the navigation to toons menu items, we risk stranding articles such as these more than other items. I'm open to good suggestions to resolve this issue. Until then, I'd prefer to lean towards a more flexible inclusion process for this and other navigation tools. --Stux 23:08, 2 November 2019 (UTC)
You make a good point that there's no template for DVD Puppet items. Maybe a broader {{Puppet Stuff}} template could be made to list puppet stuff, be it on the toons menu, DVD or otherwise? I support a Puppet Stuff template. Then we can remove the navigation links at the top. This undocumented social media video with a puppet seems out of place listed alongside official puppet stuff toons and such. Gfdgsgxgzgdrc 21:59, 7 November 2019 (UTC)

Oh, I hadn't noticed that part. I'm with Dot com on this one. There's no reason to remove the nav template. Even if it's "unofficial" it's still part of canon. Unless somebody managed to do a perfect CG rendition of Mike and Puppet Homestar? Also we treat twitter and the rest as official media, so why not this? --Stux 12:23, 2 February 2021 (UTC)
The main reason for this nav chain existing isn't that it's "official" media with puppets in it, it's that there's a list labeled Puppet Stuff on the toons menu. (And just as a side note, I too think the nav should continue to exist even with the larger template.) Most, if not all, other nav chains go by what's listed on menus (and indeed, a number of toon pages have recently been updated to reflect things new to or rearranged on the toon menu). If someone wants to see puppet stuff not listed on the Puppet Stuff menu then I assume that's what this new template would be for. DEI DAT VMdatvm center\super contra 17:16, 2 February 2021 (UTC)
I should clarify what I meant. I originally interpreted Gfd's comment to mean removing the navigation templates from the entire chain. I'm opposed to that. I see now that the discussion may be limited in scope to removing this page from the chain (in my defense, this discussion was fractured between edit summaries and multiple talk pages). I can see the argument for that, and lean slightly toward it, but not strongly. — It's dot com 17:27, 2 February 2021 (UTC)
Oh no, yeah, no, sorry. I should've been more specific. I think the navigation template should be removed from this page, but it should absolutely stay elsewhere. That way, the navigation chain can be limited to toons in the Puppet Stuff section, and other videos featuring puppets can be conveniently accessed through the big template. But I don't feel too strongly about it, nor would I be very opposed to adding the rest of the non-"Puppet Stuff" puppet stuff to the chain for the sake of consistency.
