If THAT is the way The Cheats are treated in your family then the adoption agency will likely NEVER let another one near your home. The screening process has gotten very selective. In-home visits, surveillance cams, check-what-video-games-you-have, all that.

There's a chance his larynx is just busted. This can happen with a 10-15 year old plush that you're s'posed to kick to activate. If his voicebox rattles, that may mean some plastic junk in there is busted or soldering has come loose. Otherwise, stuff jellybeans in there for fun!
