This character has no official name. "Guy Who Does The Bad Guy's Voice" is Crack Stuntman's description of him.

The guy who does the bad guy's voice is a pale green man with white hair, bloodshot eyes and wrinkles. He does the voice of the Blue Laser Commander, and has the same screechy voice when talking out of character. Crack Stuntman seems to be a little uncomfortable with him. He is an audio-based parody of voice actor Chris Latta, known for providing the screech-like vocals to such characters as G.I. Joe's Cobra Commander (of whom Blue Laser Commander is a direct parody) and Transformers' Starscream.
