From Homestar Runner Wiki
Professor Experimento, played by Pom Pom, is the super genius, rocket scientist and formula specialist in Dangeresque 3: The Criminal Projective. He apparently got Dangeresque kicked out of the space program, over some unidentified event involving a plastic bag of scorpions, back in Dangeresque 0: The Prequel Begins. The object on the side of the rocket seems, to be a [Ring Pop], a candy set on a plastic ring.
